Is a Fire Risk Assessment a Legal Requirement?

Yes. Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person for any non-domestic premises must carry out — or arrange — a suitable and sufficient fire risk assessment. This includes offices, warehouses, shops, schools, care homes, HMOs and any premises where people work or are employed.

What Does a Fire Risk Assessment Cover?

A thorough fire risk assessment covers: identification of fire hazards (ignition sources, fuel sources, oxygen sources), identification of people at risk, evaluation and removal of risks, recording of findings and actions required, emergency plan review, and training review.

How Long Does It Take?

For a small office or commercial unit, a fire risk assessment typically takes 1–3 hours on site. Larger or more complex premises (care homes, multi-storey buildings, industrial sites) may take a full day. The written report is usually delivered within 5 working days.

How Often Should It Be Reviewed?

Your fire risk assessment should be reviewed annually and updated whenever significant changes occur — new staff, building alterations, change of use, or after a fire or near-miss. PAS 79-1:2020 provides the current best practice framework for fire risk assessments in non-domestic premises.
