Emergency Lighting Regulations UK — What Every Business Needs to Know
Emergency lighting is a legal requirement for most UK commercial premises. This guide explains the regulations, testing requirements and what happens if you're not compliant.
What Are the Emergency Lighting Regulations in the UK?
Emergency lighting in the UK is governed by the Regulatory Reform (Fire Safety) Order 2005, which requires the responsible person to ensure adequate means of escape are lit in the event of a power failure. The technical standard is BS 5266-1, which specifies design, installation, and testing requirements for emergency escape lighting systems.
Which Premises Need Emergency Lighting?
Most non-domestic premises require emergency lighting, including offices, retail units, warehouses, care homes, schools, hospitality venues, and any building where people are employed or members of the public are admitted. HMOs and houses in multiple occupation also require emergency lighting on escape routes under BS 5266.
What Does Emergency Lighting Cover?
Emergency lighting must illuminate all escape routes, final exit doors, stairways, changes of direction, and any high-risk task areas where work must be safely completed before evacuation. Exit signs must also be illuminated or backed up by emergency lighting.
Testing Requirements Under BS 5266
BS 5266 requires monthly functional tests (a brief simulated mains failure to confirm all luminaires illuminate) and an annual full 3-hour duration test. All tests must be recorded in the building's fire safety logbook. A competent engineer should carry out the annual test and issue a compliance certificate.
What Happens if You're Not Compliant?
Non-compliance with emergency lighting regulations is a breach of the Regulatory Reform (Fire Safety) Order 2005 and can result in enforcement notices, unlimited fines, and in serious cases, imprisonment. Fire inspectors can prohibit use of premises until deficiencies are remedied.
